Inmates must now be reviewed for pre-release RRC placements 17-19 months before their projected release dates. The release date is the date the inmate must report to the RRC halfway house to begin his term, the maximum is 12 months (and a possible 6 months Home Confinement..rare).

For inmates with sentences of 60 or more months, the review for RRC is done 35-37 months prior to the projected release date. So the BP 210 form is a recommended time for placement. It goes to the Regional Residential Reentry Manager for your area. The RRM reviews the referral and considers the pipeline bed-space home confinement availability etc. ( this depends on your area of the US).

Inmate either goes to RRC hwh and then home confinement or possibly direct home confinement. The RRM verifies the the home residence using the same guidelines as Probation did when they did their inspection. The RRM then forwards the referral to the RRC contractor and a bed placement date is determined. This is all contingent based on the release residence. The RRM has the authority on the placement date…Unit Team/Warden decide if Home Confinement is part of the package or not. Direct Home Confinement is not common and available in selected areas only .. It is not a right. It is a gamble.
